Council has adopted a bold strategy that will guide the future development
of Ballarat's Central Business District (CBD).
The Ballarat CBD Strategy is the culmination of a 12 month project that
details plans and actions for the next 20 - 25 years to encourage and direct
growth in central Ballarat and to enhance the city's best assets.
The Strategy is one of the most significant projects this Council had embarked
upon. It aims to build upon the city's key strengths and provide direction
to Council and the community to plan for the growth and changes the city
will face in the future.
The development of the Strategy involved extensive consultation with
community, businesses and associations to ensure it reflected their needs
The Strategy identifies actions designed to enhance the CBD in the short
term, as well as more ambitious plans for the future which will require
substantial planning and funding.
The successful realisation of the 20-25 year plan requires a long-term
commitment and involvement from all sectors of the Ballarat community,
as well as State and Federal governments.
Council has committed $8 million over the next four years to help implement
the initial stages of the Strategy.
Immediate actions include:
• Appointment of CBD Place Manager
• Development of Town Hall Plaza concept
• Updated car parking strategy
• Sturt Street pavement works
• Bridge Mall lighting and furniture upgrades
• Armstrong Street North re-configuration concept
• Stage one of Mair Street upgrade
• Guidelines for upper level building development
• Expand heritage grants/verandas project

Following months of careful preparation, planning and discussion
Council has released the City of Ballarat 2010/11 Draft Budget.
This Budget will deliver the infrastructure and services which will make
our community stronger and more secure, which will enhance the quality
of life of all residents and in doing so, reinforce Ballarat's position as the
regional leader in western Victoria.
This year's Budget is all about delivering key projects identified in the
Council remains committed to its service delivery areas and will continue
to provide a range of programs and services to meet the needs of
residents of all ages.
At the same time, Council is planning for our city's projected population
growth. We are committed to delivering the infrastructure necessary to
cater for this growth and to ensure our city grows sustainably.
An extensive capital works program, will see our city's key infrastructure,
our roads, footpaths and drainage networks, upgraded.
Over the next two years Council will develop our city's sporting
infrastructure which in turn will build a sense of community and promote
wellbeing and social benefits amongst our residents.
Council will invest in stormwater harvesting projects and allocate
funds to further develop the Ballarat West Employment Zone. The
implementation of the CBD Strategy, recently adopted by Council, is also
a key priority.
The budget will position this Council to take advantage of the
opportunities that projected population growth will bring to our city and
