The 2010/11 Draft Budget has been developed to ensure the best of
Ballarat is maintained and strengthened, while the needs of a growing,
prosperous regional hub are met and managed.
Three major parameters were set when Council prepared this year's
budget: fiscal responsibility; strategic growth and planning; and
community wellbeing and liveability.
Ongoing surpluses, low debt, a stable rating strategy and an eye to
the future were the financial priorities for Council when developing this
Budget. With a commitment to ongoing surpluses and low debt servicing
levels, last year's Council budget helped secure Ballarat's strong financial
position. Now is the time for Council to deliver on a better Ballarat for
For a number of years Council has developed and worked to a long
term financial strategy, one that projects costs and rates over a five year
period. This allows the community and Council to plan for its future,
without fluctuations in rates based on annual pressures.
The Draft Budget balances a significant capital works program with
improved delivery of core services across a range of health, welfare and
environmental areas. Council has been able to invest in new projects,
without impacting on the quality or quantity of our services delivered to
The 2010/11 Draft Budget balances community priorities with economic
imperatives. It has allowed Council to focus on its communities needs
right now, while also building infrastructure to drive growth and prosperity.
Council is confident that the Draft Budget reflects the aspirations,
priorities and needs of the community as highlighted at last year's
Community Summit. It also aligns with the long term vision of Council
and delivers on the priorities and actions identified in the Council Plan.
HOW YOU CAN HAVE YOUR SAY
Copies of the 2010/11 Draft Budget are available for inspection at the
Town Hall, Sturt Street, Ballarat and The Phoenix, 25 Armstrong Street
South, Ballarat. The document can also be downloaded from Council's
Community members are encouraged to make submissions to Council in
relation to any proposals outlined in the Draft Budget. These should be
addressed to: Executive Manager Finance, City of Ballarat, PO Box 655,
Ballarat, Vic, 3353.
Written submissions close at 9am on Monday 14 June. A meeting has
been scheduled on Wednesday 16 June at 7pm to hear from people
who have made submissions. After hearing submissions Council plans
to discuss the budget and consider it for adoption at a meeting on
Wednesday 23 June.
