with CBD Strategy
The Ballarat CBD Strategy has identified many opportunities and projects
that will help to stimulate the local economy, revitalise under-used parts
of Ballarat's Central Business District, and enhance its buildings and
Council is committed to realising the vision of the CBD Strategy, with
dedicated funding allocated to a range of projects to initiate the first stages.
A number of projects are already underway, and several more are in the
planning stages. In the longer term, implementation of the Strategy will require
commitment and involvement from all sectors the Ballarat community, as
well as State and Federal governments.
An important first step in the implementation of the Strategy has been
the appointment of a CBD Place Manager. Council has appointed Amanda
Western whose role will involve speaking to property owners, local business
and community groups to seek their input into priority projects. Ms Western
will also work closely with government agencies to establish funding
The CBD Strategy was adopted by Council in late May and an implementation
plan has been prepared which details priorities for action. Below are some
of the projects that have already been completed or are in development.
Updates on the implementation plan will be provided in future editions of
TOWN HALL PLAZA
A key initiative of the CBD Strategy is the creation of Town Hall Plaza,
adjacent to the Town Hall, as a new gathering space in the heart of the
Ballarat CBD. Design concepts are currently being developed and detailed
consultation with the community and business will be undertaken as part
of the project.
UPPER LEVEL REDEVELOPMENT PROJECT
Many upper level spaces within the CBD are currently under-utilised. Council
has commenced a project to encourage the refurbishment and reuse of
these spaces. This includes providing assistance, heritage restoration low
interest loans, and advice to property owners. Owners who are considering
the development of their upper levels are encouraged to contact Council's
Statutory Planning unit on 5320 5640.
STURT STREET PAVEMENT UPGRADE
The paving upgrade to Sturt Street, between Doveton and Armstrong streets,
is complete. The second stage of the footpath upgrade will involve works
between Armstrong St and Grenville St and is due to commence in late July.
This is the first step in the long-term vision of the Sturt Street boulevard
UPDATED CAR PARKING STRATEGY
An updated car parking strategy is to be prepared later this year. This is the
first step in improving and expanding car parking provision in the CBD.

MAIR STREET UPGRADE
Mair Street is an arterial road and is therefore managed by VicRoads.
VicRoads and Council have joined together to conduct a feasibility study
for the upgrade of Mair Street. The upgrade is intended to create a preferred
route for through traffic and heavy vehicles, reducing heavy traffic within
the core pedestrian streets of the CBD. This addresses the CBD Strategy
aspiration to create an accessible public area that encourages smooth
through traffic, safe pedestrian movement, cyclists, buses as well as additional
landscaping. The CBD Strategy envisages Mair Street as a focus for major
office development, and the upgrade will help attract this type of development.
Council will be working with VicRoads to progress the upgrades, including
new synchronised signals and realignment of parking. Work is not expected
to begin in the short term. A full consultation process will be undertaken
as part of the project.
ALFRED DEAKIN PLACE UPGRADES
Council has recently rejuvenated Alfred Deakin Place including refreshing
the mural and upgrading the street furniture. The terrace now has a more
even gradient and new turf has been laid and over sown with rye grass.
Among the next steps is to begin the process of having the Strategy included
within the Ballarat Planning Scheme. This will give statutory effect to the vision
and directions of the Strategy in the consideration of all new development
within the CBD. The Planning Scheme Amendment process will include a
public exhibition process and opportunity for community feedback.
