Council Plan --
Council is currently undertaking a mid-plan review of its four year strategic
plan, the Council Plan 2009-2013.
The Council Plan is developed every four years, in line with the election of
a new Council. This allows the new Council to set its direction and identify
the things which the Councillors most wish to achieve on behalf of the
The Council Plan is linked closely to a number of long-term plans for the city
such as the Municipal Strategic Statement, the Health and Wellbeing Plan,
the Environmental Sustainability Strategy, the Economic Strategy, Sports
Precincts Strategy, CBD Strategy, Ballarat West Growth Area Plan and the Arts
and Cultural Framework. The Council Plan is also developed in conjunction
with a five year financial plan and budget, called the Strategic Resource Plan,
which ensures the projects and priorities are all fully costed and funded.
The Council Plan is based on a variety of research including interviews,
community summits and barbecues, market research and customer satisfaction
surveys. It provides short and long-term plans for meeting the community's
service, infrastructure, business and employment needs.
The current Councillors have just completed the second year of their four year
term and recognise that the city and community have changed and grown and
the strategic priorities they are working towards may need reviewing.
This mid-point also marks an ideal time to evaluate progress on Council's major
projects, many of which have been completed or are almost complete.
Some of these projects are:
Establishment of the Ballarat Regional Football (Soccer) Facility;
Conservation of the Eureka Flag;
Implementation of the CBD Strategy;
Redevelopment of the Aquatic Centre;
Implementation of the Play Space Planning Framework;
Restoration of Learmonth Hall;
Revitalisation of the Victoria Street gardens;
Restoration of the Town Hall facade;
Implementation of the Disability Action Plan;
Implementation of the Economic Strategy;
Implementation of the Youth Strategy;
Implementation of the Positive Ageing Strategy;
Implementation of the Gaming Strategy; and
Commencement of the Eureka Stage 2 redevelopment.
The revised Council Plan will identify and prioritise the projects and initiatives
for the 2011-2012 and 2012-2013 financial years. The research identifies
the community needs; projects are then developed and allocated to the
organisation's four key business areas of People and Communities, Destination
and Connections, Growth and Development and Managing our Business.
A draft of the revised Council Plan for 2009-2013 will soon be available
on Council's website www.ballarat.vic.gov.au and printed copies available
through Council's Customer Service Centre at The Phoenix, 25 Armstrong St
Sth and from the Town Hall. Council will invite written feedback on the draft,
after which Council will consider a final version in June 2011.
