The 2011 Heritage Council of Victoria Award has been presented to the
City of Ballarat and its community, in recognition of the city’s outstanding
and innovative Preser ving our Heritage strategy.
Chair of the Heritage Council, Daryl Jackson, presented the award during
the Ballarat Heritage Awards ceremony held at the Art Gallery of Ballarat
on 6 May.
The City of Ballarat is the first ever Council to be recognised with the
Mr Jackson congratulated the City of Ballarat for its Preserving our Heritage
strategy, stating it as a model for other councils around the State.
“I am delighted the Heritage Council has decided to honour and recognise
the City of Ballarat’s innovative approach to heritage,’’ Mr Jackson said.
“It serves as a model for other local governments to promote
understanding, knowledge and appreciation of heritage through community
Mr Jackson also praised the wider Ballarat community – especially the
National Trust and Ballarat Heritage Advisory Committee - for embracing
and promoting heritage as a key asset of the city.
“The Ballarat community recognises the importance of its city’s heritage
places and the role these assets play in community identity, attracting new
residents and visitors,” he said.
The Heritage Council of Victoria is an independent statutory authority and
the State’s main decision-making body on non-Indigenous cultural heritage
issues. It also works to promote public understanding of heritage through
activities such as the Heritage Council Award.

We will start the 2011-12 financial year in a strong position.
The Ballarat community will benefit from the organisation’s ongoing surpluses
and careful financial management. This has enabled Council to cap rates
at 3.5% per cent, allocate $43.9 million to capital works and significantly
increases funding for the delivery of essential community services.
By delivering the strategic objectives outlined in the Council Plan, the
2011-12 Budget will drive sustainable growth through investment in
important infrastructure and by managing and maintaining our existing
assets and lifestyle.
The feedback, suggestions and consultations gathered through the community
consultations and Community Summit held 2009 and mid-2010 enabled
us to define the key areas of priority in order to develop a strong Budget
Capital works investment continues to be a key area of focus. Sound
financial management and detailed forward planning over the years means
that we are now in a position to deliver a huge range of capital projects
across the municipality.
In addition to increased spending on roads, drainage and core infrastructure,
the 2011-12 Budget caters for the improved delivery of core services across
a range of health, welfare and environmental areas.
This Budget also prioritises new and ongoing major projects. Council is
delivering for Ballarat by allocating $118 million to implement a range of
projects and programs across the municipality.
I am confident that the 2011-12 Budget and Council Plan are targeted
and responsive to the needs of our growing city, strengthening Ballarat’s
position as the regional capital of western Victoria.
