Plans for a Growing Ballarat
Consultation with landowners and developers is now underway on Precinct
Structure Plans for Precincts 1, 2 and 4 of the Ballarat West Growth Area.
The Ballarat West Growth Area comprises 1,675 hectares of land located to
the west of Alfredton, Delacombe and Sebastopol. The growth area will provide
between 14,000 and 20,000 new houses to accommodate more than 40,000
residents as Ballarat’s population grows significantly over the next 30 years.
Background studies on Precincts 1, 2 and 4 were completed in July, 2011.
The Precinct Structure Plan for Precinct 3, Ballarat’s newest suburb of Lucas,
was approved by Minister for Planning in May 2011.
Ballarat West Growth Area
The purpose of the Precinct Structure Plans is to lay out the location of roads,
shopping centres, parks, schools and other facilities within the growth area
precincts. They also indicate where jobs will be created and suggest the best
uses for land within the area.
The plans are a blueprint for development and investment that will occur
over a number of years.
The Ballarat West Growth Area will also play home to social and community
facilities, town centres, transport infrastructure and recreational space.
During the past 12 months, Council officers and specialist consultants have
been busy studying the Growth Area to identify opportunities and constraints
for the area and preparing recommendations on the best possible outcomes
in terms of urban development.
A Home for All
A range of studies were undertaken including threatened fauna surveys,
Aboriginal and historical heritage assessment and an environmental

habitat for the Growling Grass Frog (including the detection of 13 frogs in eight
sites) and Mountain Galaxias (a small attractive fish recorded at two sites).
Council will prepare a referral to the Federal Minister for Environment to inform
the development of a detailed Conservation Management Plan, outlining
long-term protection, management and maintenance requirements. This will
ensure that the Growling Grass Frog and Mountain Galaxias populations
remain viable into the future and the habitat is protected and improved as
development takes place.
The environmental contamination assessment has allowed Council to become
better informed about contaminants in the Growth Area and showed levels of
contamination far less than those first expected.
Council welcomes input from local residents, developers, landowners and all
other interested parties, ensuring the Precinct Structure Plans are popular
working documents for the Ballarat community and provide the best possible
outcomes for the Ballarat West Growth Area.
Draft urban framework plans were presented to landholders and key stakeholders
at the first consultation sessions held in late August. Further sessions will be
held in 2011 to present the completed urban framework plans and the draft
Precinct Structure Plans.
