Opportunities galore above
Ballarat residents are being urged to make better use of the upper levels of
the CBD’s older buildings.
As part of the CBD Strategy, Making Ballarat Central, Council commissioned
a study into how to make better use of existing business and office space to
create a vibrant mix of business, retail and housing in the CBD.
The study showed that as the CBD continues to grow and prosper, the upper
levels of buildings along Sturt Street have been identified as possible offices

that people want to live and work close to public transport, amenities and
ser vices, and that the upper storeys of many of the buildings in the CBD
are currently under-used, providing great options as domestic or commercial

public transport, ser vices, shopping, entertainment, work or university.

A range of guidelines have been developed to assist Council staff in facilitating
redevelopments and considering applications around a refurbishment, and
those looking to undertake a refurbishment or redevelopment.
The guidelines include information on:
• assistance offered by Council
• relevant building guides
• planning and building permit requirements
• things to consider before undertaking a re-use project
• case studies of successful conversions
A brochure has been produced to provide a snap shot of the guidelines, and to
encourage more people to consider upper levels as offices or residences.
The brochure is aimed at those who are considering undertaking a re-use
project and provides a short definition of the processes involved, guidance as
to whether the building is suitable for conversion, and examples of successful
